The following are the duties of this position at the full working level of the GS-13:

  • Independently designs, develops, and implements operations research, mathematical, statistical and other scientific methods and techniques to analyze the efficiency and effectiveness of taxpayer experience programs. The incumbent's analyses and recommendations have an impact on influencing taxpayer experience policies and practices. As an independent analyst or team member, performs analytical and statistical modeling of service-wide programs aimed at developing or analyzing a variety of alternative approaches to support the taxpayer experience strategy. Results are a detailed portrayal of the cost, benefits, risk or effectiveness of each alternative supporting various conclusions.
  • Participates in complex taxpayer experience studies or leads studies that range from non-technical to technical and from the small to the very large. Incumbent develops approach and overall design for taxpayer experience study proposals, by selecting the appropriate measure of effectiveness or other criteria and gathering relevant data, determining policy factors, evaluating findings by determining most likely, best- and worst-case analysis and presenting recommendations as a complete action package.
  • Conducts operational research and analysis concerning taxpayer experience forecasting and management issues by utilizing mathematical techniques, statistical methods, analytical models, and scientific discipline recommending changes and improvements to existing analytical and modeling systems to increase taxpayer satisfaction. Develops analysis action plans by defining scope of problem, choosing appropriate metrics and analytic techniques, validating modeling assumptions, and data gathering, preparation, and modeling. Identifies trends in service-wide programs to predict the effect of program and systemic changes to the taxpayer experience. Prepares summary of analysis to be presented to senior leadership.
  • Initiates, develops, and conducts quantitative and qualitative studies and analysis of taxpayer experience policies and operations using conventional and unconventional techniques to resolve unique or systemic problems that have major impact upon the Service.
  • Develops formulas, testing, and evaluations using discriminate and other statistical analysis applied to taxpayer experience issues which influence the direction and scope of studies conducted on a divisional or service-wide level.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Qualifications will be determined based on the particular knowledge, skills, and/or abilities required for the position you are selected for. In addition to meeting the qualification requirements below, if qualifying based on specialized experience, you must also meet the specialized experience requirements of the specialty area you are selected for, as outlined in the assessment questionnaire.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT (All Grades):

Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education:

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.

SPECIALIZED EXPERIENCE:GS-11:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: Experience with mathematical methods and scientific principles in order to accomplish research studies, develop a variety of mathematical models and provide management with viable solutions or recommendations; Experience with multivariate techniques and pertinent mathematical, simulation economics, econometric and statistical operations research techniques to use in the context of government policy decisions; Experience with research skills to obtain pertinent data from a wide variety of sources for complex and highly technical projects and programs; Experience with the Internal Revenue Code applicable to assigned subject matter projects and of the meaning of the data secured from tax returns; Experience with user-oriented computer programming languages and statistical software packages. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree. OR three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in operations research, mathematics, probability, statistics, management science, economics, mathematical logic, science, engineering, or related field. OR A combination of qualifying graduate education and experience equivalent to the amount required.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with mathematical methods and scientific principles in order to accomplish complex studies, develop a variety of mathematical models and provide management with viable solutions or recommendations; Experience with multivariate techniques and mathematical, simulation, economics, econometric and statistical operations research techniques to use in the context of government policy decisions; Experience with the Internal Revenue Code, administrative provisions, OMB, Treasury regulations and procedures, and the IRM. Experience with ADP equipment and statistical software applications such as Statistical Analysis System (SAS), Statistical Product in Service Solution (SPSS), database and spreadsheet programs.

SPECIALIZED EXPERIENCE GS-13: In addition to the basic requirement, you will need have at least one year of specialized experience equivalent to the grade 12 level that demonstrated professional knowledge of mathematical methods and scientific principles in order to accomplish complex studies, develop a variety of mathematical models, and provide management with viable solutions and recommendations; knowledge of multivariate techniques and advanced knowledge of pertinent mathematical, simulation, economics, econometric, and statistical operations research techniques to use in the context of government policy decisions; general knowledge of the Internal Revenue Code, Treasury regulations, administrative provisions, OMB and Treasury regulations and procedures, and the IRM. Your experience must include usage of ADP equipment and statistical software applications such as Statistical Analysis System (SAS), Statistical Product in Service Solution (SPSS), database and spreadsheet programs.
